Overview

The evolving nature of regulations and the electricity market has increased the complexity of the business processes of load dispatch centre (LDC) manifold. Kalkitech SAMAST solution empowers the LDC to face the newer challenges elegantly. Kalkitech SAMAST solution is web based software designed specifically to address the challenges in performing the functions of system operators/ load dispatch centres. It enables load dispatch centre to effectively perform the business processes: scheduling – long term agreements, open access transactions, and renewables; energy accounting – state energy account, state deviation settlement account, state reactive account; settlement and reconciliation; meter data collection and validation; grid connectivity approval; open access approval – short term, medium term, and long term; transmission outage planning; short term load forecasting, renewable energy certificate – accreditation, reaccreditation, and injection reporting; billing, collection and disbursement; and compliance reporting to regulatory commission.


Functionalities

This module has provisions to define different entities, units, distribution companies, generation companies, transmission companies, open access customers, CPPs, IPPs etc., with multiple interface
points behaving as one. An entity can have interface with any other entity and/ or with other states. The definition shall be hierarchical and logically inter-related in database also. The definition of such
entities shall include various data attributes i.e. station name, address, installed capacity, type of generator, agreed capacity, standard auxiliary consumption, heat rate etc. whichever is required. It further explains how the entities can interact with the system as users, in the user management
section.

The scheduling process specified in the ABT regulations of CERC/RERC
is implemented. The inputs are declared capability, and drawal request. The outputs are dispatch schedule of generating stations, intrastate draw schedule of distribution companies, interstate draw requirement of
state, interstate draw schedules of distribution companies, open access schedules, and power exchange schedules (open access and power exchange schedules are to be aggregated with PPA schedules with respect to the interface points / utilities. Authenticated user shall certify the schedules as implemented.

Meter data from ABT meters is collected online using data concentrator units at fields and head end system at control centre. The raw data is validated for correctness using validation estimation and editing rules.

The inputs are declared capability, mis-declaration log, normative plant availability factor, normative auxiliary consumption, energy schedules, PPA, regulations like gaming constraints and entitlements, balancing & settlement mechanism, actual meter data for active energy and reactive energy from interface points. The outputs are availability,
plant availability factor, injection, drawal, loss, state deviation settlement mechanism account(DSM), and the state reactive energy account.

The objective of this module is to provide a web based system for (a) users, to submit application along with supporting documents for grant of open access, and payment of open access charges, and (b) SLDC, for processing the open access applications.

This module enables SLDC to prepare monthly energy injection reports for accredited/registered renewable energy projects. The objective of this module is to provide a web based system for (a) users to submit application (along with supporting documents) for issue of energy injection report (enabling them to get REC from central agency for REC mechanism), and (b) for SLDC officers to verify and issue energy injection report.

This module provides a web based system for (a) users (from substations and field) to request SLDC for shut down and normalization of the transmission element in their control area, and (b) the state load dispatch centre to issue shut down and normalization code, and track the full cycle of the requests (from shut down to normalization).

This module provides a web based system for (a) users (from generating stations) to request SLDC for shut down and normalization of the generating station, and (b) the state load dispatch centre to issue shut down and normalization code, and track the full cycle of the requests (from shut down to normalization).

MIS will collect Data from ABT, SCADA/EMS and by online data from the appropriate websites and Emails. There will be provision to enter data manually through GUI or Excel sheet. SLDC has the historical data available in Microsoft Excel/word/pdf. All the historical data will be uploaded in the report server through Excel. Periodic selection will be available for Reports that enables the User to observe the developments/ trend happened during that calendar duration. Report duration
selection will be available in various duration selections like Current status, Daily, Monthly, Yearly, manual period selection etc.

The objective of this module is to provide a web based system for users like open access customers to pay their approval charges/ bills to RRVPNL using online payment gateway system. Since many places in the state are remote, this system will be highly beneficial to the customers.
